		<description>I'm guessing there are always new subdivisions going in and updating the 50 year old stuff.  Don't forget they have to repair the roads  in order to justify the budget. And no one works for 25¢/day anymore.</description>

		<description>they didn't build the whole infrastructure at once - they built it gradually. so they have probably always spent 10% on new stuff.

also, since there is always more and more existing stuff, the cost of maintenance is always increasing, which decreases the money available to spend on more new stuff.</description>
